Town Council Agenda 8th April 2014

A meeting of the Town Council will take place on Tuesday 8th April 2014 in the Council Chamber, Council Offices, North Street, Ilminster starting at 19:30 hrs.

The public are welcome to attend this meeting. Members of the public are invited to ask questions or raise issues relevant to the work of the Committee. The overall time available for this session is restricted to 15 minutes unless the Chair decides otherwise. Individual speakers are restricted to 3 minutes and are asked not to repeat points that have been made previously. It is helpful if potential contributors can make themselves known to the Town Clerk before the meeting so that the session can be programmed effectively. This section is not part of the formal meeting of the Council and minutes will not be produced.

1.            Apologies for Absence

To receive apologies for absence from Councillors unable to attend the meeting.

 

2.         Declarations of Interest

To receive any declarations from Councillors and Officers of interests in respect of matters to be considered at this meeting,
together with an appropriate statement regarding the nature of the interest.

 

3.         Minutes 

a) To confirm the minutes of the meeting held on 25th March 2014 as a correct record.

b) To consider the office Action Plan relating to the Town Council Meetings.

 

4.         Mayor’s Announcements/Engagements

            a) The Mayor will make announcements relevant to Town Council and Mayoral activities and engagements

6.         Report from the County Councillor for the Ilminster Division

on the Minutes of the Town Council Meeting held on 25th February 2014.

9.         Action on Rural Planning Chaos

Local Councils have been contacted by Huish Episcopi Parish Council and asked to consider lobbying Government regarding
the current planning processes.

 

10.       Review of Committees

Six months ago the Town Council introduced a revised Committee Structure, the Council is asked to consider whether further
changes are required.

 

11.       Review of Public Participation at Council and Committee Meetings.

            The present arrangements have been in place for at least two years and have been used extensively particularly during the
early part of 2014 (Local Plan and Open Spaces Review meetings). It would therefore seem an appropriate time to re-evaluate
the existing arrangements and ensure they are effective and manageable.

 

12.       Scarecrow Competition

            Ilminster Midsummer Experience have asked whether or not the Town Council will once again organise the Scarecrow
Competition. If the Council is to proceed, judging arrangements need to be decided.

 

13.       Citizens Award

             The Town Council presents an award to a nominee in recognition of outstanding service to the town. The Council is
requested to agree on the judging arrangements

 

14.       Community Resilience Store

To consider and agree on the rental costs to be applied for the provision of Community Resilience Stores located in Ilminster.

 

15.       Authorisation of Payments and Notification of Virements

The Schedule of Payments for authorisation is attached for Council’s approval.

 

16.       Project Plan

To consider progress on the project plan and whether any changes are necessary.

19        Community Right to Bid

The Localism Act 2011 gives communities the right to bid for land or buildings which they believe could be beneficial to
their communities. The Council are asked to consider nominating community assets, to be recorded.

 

20        Accepting Apologies

            To consider and approve a Councillor’s absence.

 

21.       Update on the North West Cemetery Wall

The Town Clerk provide an oral update the Council on the North West Cemetery Wall.
