A meeting of the OPEN SPACES COMMITTEE will take place on Tuesday 28th October 2014 in the Council Chamber, Council Offices, North Street, Ilminster at 19:30hrs
The public are welcome to attend this meeting. Members of the public are invited to ask questions or raise issues relevant to the work of the Committee. The overall time available for this session is restricted to 15 minutes unless the Chair decides otherwise. Individual speakers are restricted to 3 minutes and are asked not to repeat points that have been made previously. It is helpful if potential contributors can make themselves known to the Town Clerk before the meeting so that the session can be programmed effectively. This section is not part of the formal meeting of the Council and minutes will not be produced.

OPEN SPACES AGENDA
1. Suspension of Standing Orders
To suspend standing order 1m, which relates to photographing, recording, broadcasting or transmitting the proceedings.
2. Apologies for absence.
To receive apologies for absence from Councillors unable to attend the meeting.
3. Declarations of Interest.
To receive any declarations from Councillors and Officers of interests in respect of matters to be considered at this meeting, together with an appropriate statement regarding the nature of interest.
4. Minutes.
a) To confirm the minutes of the meeting held on 30 September 2014 as a correct record.
b) To consider the action list relating to the Open Spaces committee.
5. Police Report
This agenda item provides an opportunity for the Police to report on any matters relevant to policing in Ilminster.
6. Wardens Report.
To receive the report from the Senior Open Spaces Warden about recent open spaces activities in Ilminster.
7. Request to use the Wharf lane Recreation Ground
The Committee are asked to determine the following request
“We are an all human Circus that has just celebrated our 40th anniversary. We have kept relatively small in size so that we can visit the smaller communities such as Ilminster that normally do not get a great deal of live entertainment on their doorstep. We will be touring Somerset and the West Country in June and early July and we would like to try and visit Ilminster for a maximum of 3 or 4 days including arrival and departure. The space we require for our Big Top and associated vehicles which number around 15 including caravans etc would be equal to roughly just over half of a full sized football pitch. If the site you have in mind is the one we used several times in the 1990’s and early 2000’s the access would be no problem.
8. Ground Conditions on the Wharf Lane Recreation Ground
Following discussion at the Committee on 30 September 2014 it was agreed
“that a working group comprising Councillors Burton, Pallister, Shepherd and Shearman draft a specification for surfacing to go outside the Wardens’ Workshop and the Cricket Store and that specification is reported to a future meeting of the Committee for approval”
This agenda item is an opportunity for the Working Group to report progress.
9. Financial Comparison
(A) To receive information about the Open Spaces Committee expenditure and commitments to date when compared with the 2014/15 budget.
(B) To give guidance to the Town Clerk on the preparation of the draft budget for 2015/16.
10. Kiosk on The Recreation Ground
To receive an oral update on the operation of the kiosk and proposals for the winter period.
