A meeting of the Town Council will take place on Monday 5 January 2015 in the Parish Hall, North Street, Ilminster starting at 19:30 hrs.

 

The public are welcome to attend this meeting. Members of the public are invited to ask questions or raise issues relevant to the work of the Council. The overall time available for this session is restricted to 15 minutes unless the Chair decides otherwise. Individual speakers are restricted to 3 minutes and are asked not to repeat points that have been made previously. It is helpful if potential contributors can make themselves known to the Meeting Administrator before the meeting so that the session can be programmed effectively.

Public participation is not part of the formal meeting of the Council however a note will be made of matters raised and recorded at the start of the minutes of the meeting.

Please note that the Town Council is a Statutory Consultee for Planning Applications and as such does not make the final decision on any     application. Any decisions and comments this Committee makes will be fed into the planning process and added to the report by the Planning Officer.  South Somerset District Council is the Planning Authority and will issue the final decision notice (Planning Determination) once their     investigations into the application, consultation period and decision making process has been completed.

AGENDA

 

1.            Suspension of Standing Orders

To suspend standing order 1m, which relates to photographing, recording, broadcasting or transmitting the proceedings.

 

2.            Apologies for Absence

To receive apologies for absence from Councillors unable to attend the meeting.

 

3.         Declarations of Interest

To receive any declarations from Councillors and Officers of interests in respect of matters to be considered at this meeting, together with an appropriate statement regarding the nature of the interest.

 

4.         Minutes 

a) To confirm the minutes of the meeting held on 16th December 2014 as a correct record.

 

5.         Mayor’s Announcements/Engagements

a) The Mayor will make announcements relevant to Town Council and Mayoral activities and engagements

b) The Mayor attended the following engagements between 16th December 2014 and 5th January 2015.

  • Thursday 18th December 2014 – The Mayor attended Wadham School’s Carol Service at the Minster Church, Ilminster at 7 pm
  • Friday 19th December 2014 – The Mayor attended Vaughan Lee House ‘Residents Christmas Party’ at 3 pm
  • Monday 29th December 2014 – The Mayor attended Hazelwell Lodge to meet with the residents

 

6.         14/02474/OUT, Land At, Shudrick Lane, Ilminster, Somerset, TA19 0AR,
Demolition of existing farm buildings, erection of up to 330 No. dwellings (Class C3), creation of vehicular access from Shudrick Lane and Townsend/Long Orchard Hill, public open space and associated landscaping and engineering works (Outline Application). (GR 336587/1142770)

The Mayor, who will be chairing the meeting, intends to deal with this agenda item as follows:

(i) The Mayor will announce the agenda item

(ii) The landowner / applicant / agent will be invited to make a short presentation

(iii) The Mayor will take the meeting out of formal session

(iv) The Mayor will call the representatives of any neighbouring parish councils to speak.

(v) Anyone who has said they wish to raise an objection to the application will be asked to speak next.

(vi) Anyone who has said they wish to speak in support of the application will be asked to speak next.

(vii) When all members of the public who have requested to do so have had the opportunity to speak the Mayor will take the meeting back into formal session. Councillors will then have the opportunity to ask questions of the landowner / applicant / agent and to debate the application before voting on a recommendation to South Somerset District Council.

 

7.         Football and Community Facility Finance

A) to consider whether the Town Council should “opt to tax” the proposed Football and Community Facility; this will enable the Town council to reclaim the VAT incurred for the construction costs

 

B) To consider whether the Town Council agrees the principle of obtaining a loan, to be offset by future s106 income, to cover any shortfall in grant funding for the proposed football and community facility.
