A meeting of the Town Council will take place on Tuesday 20th January 2015 at Greenfylde First School, Silver Street, Ilminster starting at 19:30 hrs.
The public are welcome to attend this meeting. Members of the public are invited to ask questions or raise issues relevant to the work of the Council. The overall time available for this session is restricted to 15 minutes unless the Chair decides otherwise. Individual speakers are restricted to 3 minutes and are asked not to repeat points that have been made previously. It is helpful if potential contributors can make themselves known to the Meeting Administrator before the meeting so that the session can be programmed effectively.
Public participation is not part of the formal meeting of the Council however a note will be made of matters raised and recorded at the start of the minutes of the meeting.
Please note that the Town Council is a Statutory Consultee for Planning Applications and as such does not make the final decision on any application. Any decisions and comments this Committee makes will be fed into the planning process and added to the report by the Planning Officer. South Somerset District Council is the Planning Authority and will issue the final decision notice (Planning Determination) once their investigations into the application, consultation period and decision making process has been completed. |

1. Suspension of Standing Orders
To suspend standing order 1m, which relates to photographing, recording, broadcasting or transmitting the proceedings.
2. Apologies for Absence
To receive apologies for absence from Councillors unable to attend the meeting.
3. Declarations of Interest
To receive any declarations from Councillors and Officers of interests in respect of matters to be considered at this meeting, together with an appropriate statement regarding the nature of the interest.
4. Minutes
a) To confirm the minutes of the meeting held on 5th January 2015 as a correct record.

7. Police Report
To receive the Ilminster Beat Report for January 2014
8. Status of the Footpath at Winterhay Lane
To consider the following motion, in accordance with Standing Order 4, proposed by Councillor Miller and Seconded by Councillor Swann: “That, in the light of the friction which exists in the town over the continuing ambiguity as to the status of the footpath that adjoins Winterhay Lane that the Town Clerk be authorised to contact vigorously all organisations who can assist in implementing an early resolution of the issue.”
9. Recommendation from Open Spaces Committee
To consider the recommendation from the Open Spaces Committee held on 9 December 2014 regarding the widening of the path between The Mead and the Wardens’ Workshop
10. Budget and Precept 2015/16
To consider the Town Council’s budget and precept for 2015/16
11. Sports Club Licence
To consider requests from the Cricket, Football and Sports Club to change the licence arrangements for the Sports Club.
12. Football and Community Facility Update and Governance Arrangements
To receive an update on progress and consider governance arrangements including the formation of a Project Governance Group, the project management arrangements, scheduling and the issuing of tender documents.
13. Awards and Competitions
To approve the Awards and Competitions to be facilitated by the Town Council during 2015.
14. Project Plan
To consider progress on the project plan and whether any changes are necessary.
15. Authorisation of Payments and Notification of Virements
The Schedule of Payments for authorisation is attached for Council’s approval.
16. Reports from District Councillors
To receive reports from District Councillors.
17. Report from County Councillor for Ilminster
To receive the report from the County Councillor Linda Vijeh
